Definitely something dissociative or hallucinogenic. "Bath salts," are like this but it could also be a comedown from a combination of heavy stimulants mixed with an opiate. Given the way the dude is dressed and the fact that he's driving a nearly new $45,000 truck, he probably isn't the owner of the vehicle.
I'm actually leaning toward inhalant abuse. Some inhalants cause a dissociated high like that and the associated oxygen deprivation can cause serious drowsiness.

This was on the Fp or somewhere else I think it was either a methed out dude, or some one with slight mental disabilities that may of had a seizure or, they actually had hard core palsy and should not of been driving and ran the hell off after stealing the truck driving for hours falling asleep and then doing that. I also wonder it looks like it was shut off did he or the highway worker do that?
